My passport was due to expire, so I submitted it to my embassy for renewal. For various reasons it could not be processed quick enough and now my Kuwait residence is about to expire. Is there a solution to my problem? Can I renew my residence in the absence of my passport and get it endorsed later? Can I request the embassy to vouch that the delay is from their side?

Answer:  No, you can’t renew your residence without your passport. Where will the authorities stamp the ‘renewal’. They have to check your passport for a number of things before they stamp the residence, including its validity. So there is no way that you can renew your residence without the passport.
